UN’IMPORTANTE INFORMAZIONE PER I NUOVI DEPUTATI EUROPEI

I Cittadini europei promotori della ECI (European Citizes’ Initiative) STOP VIVISECTION,  hanno dato il benvenuto a tutti i neoeletti Parlamentari Europei con una lettera di auguri di buon lavoro che qui vi riportiamo, sia nella versione ITALIANA, sia nella versione ENGLISH !  

Tale lettera vuole anche aggiornare, sull’Iniziativa STOP VIVISECTION, tutti coloro che ancora non hanno potuto addentrarvisi. Speriamo che molti cittadini ci aiutino nel diffonderla.  

STOP VIVISECTION è una delle sole TRE Iniziative dei Cittadini Europei  che ad oggi abbiano raggiunto (e superato alla grande) il traguardo di UN MILIONE di firme, certificate dagli organi preposti, in tutti i Paesi d’Europa. Leggete per capire meglio quello che ora avverrà                                                                                    —

Gentile Onorevole, 

vogliamo anzitutto congratularci per la sua elezione al Parlamento Europeo e insieme chiederle un attimo della sua attenzione per spiegarle il significato dell’Iniziativa dei Cittadini Europei (ECI) STOP VIVISECTION, che ha brillantemente superato la raccolta di oltre un milione di firme.  

Come Lei ben sa, l’Iniziativa dei Cittadini Europei (ICE) è lo strumento di partecipazione diretta dei cittadini all’attività legislativa dell’UE. Grazie a tale strumento la firma di non meno di un milione di cittadini può indicare all’UE un percorso legislativo da seguire, legalmente vincolante. 

La ICE STOP VIVISECTION si propone di ottenere – dal basso – un percorso di completo abbandono della sperimentazione su animali a favore di modelli di ricerca scientifica avanzati e affidabili. 

La sperimentazione su animali si basa sul grave errore scientifico di considerare predittivi per l’uomo i test effettuati su altre specie; essa è di conseguenza un metodo inaffidabile per la tutela della nostra salute e per quella dell’ambiente, al quale la nostra salute è strettamente collegata. 

La sperimentazione su animali rappresenta inoltre una pratica crudele che riguarda in Europa decine di milioni di animali ogni anno, in contrasto con l’art. 13 del Trattato di Funzionamento dell’Unione Europea, secondo il quale gli animali sono esseri senzienti e come tali vanno tutelati.

Ora, finita la raccolta firme, delle quali 1.150.000 sono già state riconosciute valide dalle autorità degli stati membri UE che hanno provveduto alla certificazione (1), per noi inizia la seconda parte della campagna a favore di STOP VIVISECTION.  

Con il sostegno di tanti testimoni scientifici il cui numero è in costante crescita e di tante persone illuminate che si dedicano alla difesa del bene comune, dobbiamo ora spiegare l’importanza della nostra causa a tutti i livelli politici. 

Il nuovo Parlamento Europeo e la nuova Commissione Europea saranno obbligati ad organizzare un’audizione pubblica per ascoltare le ragioni e le proposte di STOP VIVISECTION.

A seguito di ciò la Commissione Europea fornirà una risposta ufficiale, spiegando quali atti intende compiere per dare seguito alle istanze di oltre un milione di cittadini. 

Questo sarà anche un momento importante: quello in cui verrà attuato dalla nuova Commissione il nuovissimo “Diritto d’Iniziativa” con il quale le istituzioni europee faranno un passo verso la democrazia partecipativa, in un’azione di recupero della fiducia dei cittadini. 

Per rendere l’audizione quanto più efficace e partecipata possibile, riteniamo che il suo contributo sia importantissimo. 

Il nostro invito è quindi di aiutarci attivamente a prepararla, focalizzando l’attenzione sia del Parlamento sia delle competenti Commissioni (e, per estensione, del pubblico) sui temi cruciali propri di STOP VIVISECTION, utilizzando al meglio tutti gli strumenti a disposizione dei MEP’s: interrogazioni, risoluzioni, dibattiti… 

Ci preme mettere in particolare evidenza che – nel nome della scienza e della salute dei cittadini – serve una normativa che colmi il distacco scientifico e tecnologico che divide l’Europa dagli Stati Uniti, dove il noto rapporto “Toxicity testing in the 21st century: a vision and a strategy” del 2007 (vedi NB) ha posto le basi per una svolta radicale nella ricerca medica e tossicologica, libera dai controproducenti, antiscientifici riferimenti del passato. 

Il Suo sostegno, come quello di tutto il Parlamento europeo, sarà prezioso per creare le premesse di una svolta normativa, che vada verso l’abolizione della sperimentazione animale, rendendo nel contempo obbligatorio, per la ricerca biomedica e tossicologica, l’uso di dati specifici per l’uomo. 

NB:  Presto sarà a disposizione sua e di tutti i MEPs un “dossier leggero” – che Le sarà da noi inviato – in cui verrà spiegato, con ampia documentazione bibliografica, come il superamento della sperimentazione animale, oltre ad essere un obbligo di civiltà nel rispetto di molte norme europee già approvate e dell’art. 13 del trattato UE, è anche un grandissimo obbligo di responsabilità per chi ha in mano il nostro futuro: la correzione di un clamoroso errore scientifico che ha portato fuori strada la ricerca, rallentando il progresso della medicina e causando danni di cui un giorno saremo tutti chiamati a rispondere.

(1) Non tutti gli Stati membri della UE hanno già completato la certificazione delle firme: mancano ancora nel conteggio alcuni di essi. Il numero delle firme autenticate è dunque destinato a crescere.

Dear Member of the European Parliament, 

Rome, 23 july 2014         

We first of all want to congratulate you on your election to the European Parliament. At the same time we ask for a moment of your attention in order to explain the meaning of the European Citizens’ Initiative (ECI) STOPVIVISECTION, which has brilliantly succeeded in collecting more than one million signatures. 

As you well know, the European Citizens’ Initiative (ECI) is a new instrument of direct citizen participation in the legislative process of the European Union. 

Thanks to this instrument the signature of at least one million citizens may indicate a legislative process to follow, legally binding. 

The ‘STOPVIVISECTION’ ECI aims to achieve – from below – a path of complete withdrawal from animal testing, in favor of new advanced and reliable methods of scientific research. 

Animal experimentation is based on a grotesque scientific error, if we consider that experiments carried out on other species are not predictive for the human species. 

It therefore is a totally unreliable method for the protection of our health, and of the environment, which is closely linked to our health. 

Animal testing also is a cruel practice, applied in Europe to tens of millions of animals each year, in conflict with art. 13 of the Treaty on the Functioning of the European Union, according to which animals are sentient beings and as such should be protected. 

Now, after the end of our collection of signatures – of which 1,150,000 have already been confirmed as valid by the member states government bodies responsible for certification (1) – the second part of the STOP VIVISECTION campaign is beginning for us. 

With the support of a very large movement of scientific experts – whose numbers are growing – and of many enlightened people devoted to the defence of common good, we must now explain the importance of our vision at all political levels. 

The new European Parliament and new European Commission will be required to hold a public hearing to listen to the reasons and the proposals of STOP VIVISECTION. 

As a result, the European Commission will provide an official response, explaining the actions it will undertake to follow the requests of more than one million European citizens. 

This will also be a very important opportunity for the newly appointed European Commission to implement the new “Right to initiative” and for European institutions to take a step towards participatory democracy, in an action aimed at recovering the trust of European citizens. 

To make the hearing as effective and participatory as possible, we believe that your contribution is mostly important. Our call is to actively help to prepare it, focusing the attention of both the Parliament and the relevant Commissions (and, by extension, the public opinion) on the crucial issues of STOPVIVISECTION, making the best use of all tools available for MEP’s: questions, resolutions, debates … 

We would like to especially emphasize that – in the name of science and public health – a new legislation is needed to bridge the gap in science and technology which divides Europe from the United States, where the well-known report “Toxicity Testing in the 21st century: a vision and a strategy “of 2007 has laid the groundwork for a radical breakthrough in biomedical research and toxicology, free from the counterproductive, anti-scientific references of the past (see Note). 

We therefore have great and urgent need for help from you and the whole European Parliament.

Please join our new appeal and promote with us any useful initiative to ensure public hearing is successful and leads to a new European Directive, which will “aim at the abolition of animal testing while making  mandatory for biomedical and toxicology research the use of specific data for humans”. 

Note:

A “light dossier” will soon be sent to you and all MEPs. The dossier will explain, with extensive scientific literature references, that the end of animal testing is not only a requirement of Civil society in compliance with article 13 of the EU Treaty and in line with many already adopted Community rulings, but is also an obligation for those who hold responsibility  for our future: the correction of a grotesque scientific error, that has led biomedical research astray, slowing down the progress of medicine and causing damage that one day we will all have to deal with.
